File -> Settings
-> Tools -> External Tools -> click on + sign
-> Name = Black
   Description = Black in pycharm configuration
   Program: C:\ProgramData\Continuum\Anaconda\envs\[ENV_NAME]\Scripts\black.exe
   Arguments: $FilePath$
   Working directory: $ProjectFileDir$
